HMO claims to have over paid?

Here is the question. A fellow I work with owns a billing buisness for an Ambulance service. They recently got a bunch of requests from an HMO stating that they had overpaid for services. When asked what they meant they stated that due to the "balanced budget act" they are only responsible to pay the amount that Medicare would pay. I realize since this is an HMO they could go back after the patients personally for the money, however is this stated in the balanced budget act or has there been some new legislation that came out regarding this, or are they full of crap and just trying to recoup some extra money?
