HOA rules for renters

What is the name of your state (only U.S. law)? Washington

Can a HOA prevent tenants of HOA members from using common area facilities? I have two homes in the association. My personal residence and a second home that I use as a rental. The HOA says that the rental tenants may not use the boat launch or dock. I pay annual HOA dues on both homes.
