HOA towed car despite handicap placard

I am in San Diego, California.

Obiviously I live in a condo development that is managed by an HOA (easily deduced from "title") where parking is at a premium. My daughter is disabled, has a placard and when she visits, she is often reduced to parking in the green zone (which according to CA DMV Code, she can do so for up to 96 hours) as there are no parking spots available within the condo complex. She does so only when she can not find parking -- she does not make a habit of doing so. She will sometimes park, I am digressing! Back to subject -- the HOA has had her car towed once and it took 6 hours to even find out if it was 1. towed or 2. stolen.

The tow yard released the car without charging her because her placard had been displayed.

Have just received a letter from the HOA telling me that they are within their rights and will tow her car, even with placard displayed from any green zone. Do they have the right to do so?

The complex has NO handicapped parking. Am I within my rights to expect that the HOA provide handicapped parking?
