No, there is no requirement in California, or in most states, for an employer to pay any kind of premium for working on any holiday.

There are three states, all in New England, where SOME employees are entitled to a premium for working SOME holidays. That's it. Everywhere else, Federal holidays apply only to Federal employees; state holidays apply only to state employees. If you work for a private employer, as far as the law is concerned a holiday is just like any other day.
