They are, likely quite legitimately afraid that if they release the money to you, instead of fixing the roof you will pocket the insurance money and NOT get the roof fixed.
Propose that they agree to pay the roofing contractor you will hire to fix it, or agree on hiring a mutually acceptable contractor ASAP.
While you can claim that by precluding you from fixing the house they are increasing the damages and diminishing hte value of your equity and acting in bad faith, you probably don't have the money to sue them and wait for years to have the matter resolved. So ask them to work with you on getting it fixed fast.
