Can a person file a claim to a homeowners Insurance Policy
for a loss they suffered as a result of that homeowners
tenent.

I'm not an expert in this area; however, sounds to me like you would have needed something like "landlords" insurance.

Need more facts for a specific answer; however, generally, if your tenant has caused damage to you or your propety AND you have insurance, the policy should cover your damages, less deductible.
