I live in Mississippi

My mother did not give me her insurance bill and her homeowner's insurance lapsed. (I pay all her bills) We reapplied for another policy and they denied us. Now we have applied at two other places and they have not approved us because my mom had a claim of lightning damage on her house last year. Is there somewhere that my mom can get homeowners insurance for her home? Seems to me that she is getting shafted by the insurance companies. Is there somewhere I can complain about it? My grandmother told me that I can complain to the insurance commission in our state but will that do any good? Thank you for your reply!!
