Homeowner's is stalling on paying hail damage claim!

Our house was damaged by a hail storm last summer. When the adjuster came out he stated that he thought the roof was damaged by the storm but not enough to warrant replacement, but he would process the claim for damage to the other structures - gutters, vents, etc. I did tell him immediately that I disagreed with his assessment of the roof damage. He said to go ahead and get some roofers out to get estimates. We have assessments/estimates from several roofers who all have agreed the roof was damaged by the storm. When we called the adjuster regarding the estimates for the roof he stated that he really didn't take a close look at the roof and probably missed some of the damage and asked us to send him the estimates , which we did. A few weeks went by and we called him again to inquire about the claim to which he told us he had no problem with the roof claim and would be wrapping things up. We have waited for weeks and still have not heard from this guy and he won't return our phone calls either. In the meantime, a couple of months ago, he did send a check for damage to the other structures . Our agent won't even return our phone calls requesting info on this claim. I think they are stalling/trying to avoid paying the claim! Any suggestions? Thanks.

1. Contact the department of insurance and file a complaint.
2. Understand that unless every single shingle on your roof is damaged, your insurance company is not required to replace the entire roof. They are legally allowed, per your policy that you agreed to, to pay for replacement/repair of only the portions that are damaged by the hail.
