California - I was hospitized the day before my vacation. The travel company informed me that I had to pay $460 to reschedule or $600 to cancel because I had not purchased their insurance. Is it legal for them to charge me even though it was a medical emergency?

Yes. Your medical emergency is not their problem, concern or responsibility. What matters is the contract; e.g., oral or written.
