When I started working with my employer, in 2001, as a computer network admin I was listed as salaried but I was paid straight overtime.

For 2003 I am now salaried with no overtime pay. My problem is in Feb I had 5.5 hours overtime and my boss and I agreed I could put in 5.5 hours less the total of standard 8 hours per day in
March.

On the March payday the accounting person noticed I was 5.5 hours short. I explained to her what my boss and I agreed to but she said that rolling hours forward is not allowed. So I was forced to burn 5.5 hours vacation time.

Companies I worked for in the past let you be short one pay period and make it up the next.

Are there any laws concerning this situation or is it employer’s discretion.

If you are salaried exempt, which is what it sounds like, it is company's discretion whether to allow comp time.

Ditto. And there is nothing in WI reg's that require an employer to do this either. If you are being offered comp time AT ALL as an exempt employee, consider yourself lucky. Most employers do not do that.
