House burned down by foster brother

What is the name of your state (only U.S. law)? IL (Cook County)

To try and keep this as short as possible the house I lived in owned by my mom was burned down by one of three kids she adopted. He admitted to police that he burned down the house by pouring gasoline over the entire basement in an attempt to kill me, my mother and the youngest of the foster children. The one who burned down the house is 14 years old which is why I'm posting here. My mother dropped all but one felony damage to property charge with the understanding that he would be placed in a residential treatment facility. What ended up happening was she was given the choice of placement to either her older sister or younger brother both of whom she's estranged from and after 3 months this child is out back on the streets. My question is I was never contacted my any states attorney or police reguarding what kind of charges I might want brought up and if there is any steps I can take to press charges myself. I'm 28 years old and feel like i had 0 representation as my mom can't decide for me what charges I want to press. Everyone I have talked to has basically said the case has been decided and thats the end of the story but I have a hard time accepting that someone who tried to kill me and showed no remorse is now hanging out in the neighborhood I live in with no reason not to try again. Any help would be appreciated even if its just a simple there is nothing you can do.

The district attorney has already dealt with the issue. If the case has been adjudicated you will not get a second bite of that apple.

1) You didn't ask a question
2) What charges YOU want is irrelevant. The state prosecutes crimes (or not depending on which criminal of the month is mayor or governor in IL) not citizens.
