What is the name of your state (only U.S. law)? Ohio

ORC 3735 details the creation of a Metropolitan Housing Authority in an area that comprises two or more political subdivisions but is less than all the territory within a county.

If the entire county is determined to have need, who then administers the federal housing funds? The county?

If a county has only one area of need, can that political jurisdiction still receive federal funds for housing?
