how can I get custody of ny great nephew since I've had him all of his life?

i have had my great nephew since he came into this world three years ago and I was wondering how can I go by getting full custody of him since he doesn't know his biological mother and she only comes to see him maybe one time out of the year if he is lucky.I am the only mother that he has only known and I want to make it legal.So please tell me what I can do?I live in Houston Texas.

Not sure if there is a site yet with the legal forms for TX, but you need to petition the court for custody. Beings that he has been in your care and control since birth, that will not be hard to do. You have hopefully kept a log of contacts with bio mom, that will be beneficial as evidence in the court.
