How do car leases determine "wear and tear"

I just turned in a car lease. My question is how is "wear and tear" determined?

I doubt I will be "dinged" for anything. But the car dealer and the lease company tell me two different stories how "wear and tear" charges are determined..

The car dealer tells me, a 3rd party inspects the vehicle for damages. If there are any damages I will be billed accordingly.

The lease company tells me wear and tear is determined after the vehicle goes to auction and the final auction price. I would guess if the price goes below a certain market value, I get dinged.

Also, is there a time limit for a car lease company to send me a statement for damages?

I am sorry to ask in here. I did internet research on the subject but can only find general information.. :)
