What needs to be included in a letter to have a mobile home removed from my land?

Here are the details, I plan to offer the owner $5,000 to the owner of the mobile home, if they do not accept the offer I want the property removed within 30 days. The owner wants me to offer the money to the tenant that just moved out. From what I understand the moneys need to be given to the owner then they can do what they want to with the moneys. I gave them a year to be moved back in March of '11. The agreement was made in 2003 that the tenant would only be there a year and they have just moved Feb. 11, and still do not have all personal property removed from premises. I was informed at the court house to write this up and have the owner sign the notice. and keep a copy and them keep a copy. There has never been rent on the land provided for the property. If they have indeed moved, why would you pay them to move the mobile home instead of dealing with it as abandoned property?

I'm not certain how a mobile home would be dealt with as abandoned property.
