Do you still have a good relationship w/your divorce attorney? If so, you could have him/her pursue that money for you.
You can ask that the court set a contempt hearing. He could be found in contempt for not paying those bills according to the agreement. He can be jailed for contempt in some instances. The court can also make him pay your NEW attorney fees, in addition to the old ones.
Most likely you would need to use a procedure called a proceeding supplemental in which he comes to court and gives information about how he can pay the bill. Then if he doesn't, show, he's in contempt and can be arrested. If he DOES show, you can get the info you need to have his wages garnished, liens put on his property, whatever.
