I am starting a new e-commerce site in California that will be selling clothing, Headshop/tobbacco products, and body jewelery. I know that I need a pretty good terms of use policy, as well as a privacy policy , and copyright section, I have seen other sites that sell the same products as me with very professionally done TOS, and PP sections, can I copy their policies and make changes to tailor it to my site?? if not how should I go foward with this? how much does something like this usually cost?

You could, people and companies do it all the time with privacy policy terms. But, since you are new and may have some unique issues other similar businesses may not have, I suggest you see an intellectual property attorney -- or at least a contracts attorney.
