What is the name of your state (only U.S. law)? CT

I incurred a theft loss on 4/27/2009 from my car which was parked in my driveway. Since, I submitted all documentation requested in a timely manner, went through an interview with a special investigator, and 3 months down the road all I get to my weekly emails/telephone calls are vague responses and the promise that by next Friday the matter will be resolved. How long should I wait until hiring an attorney? Is there anything else I should/could do before hiring an attorney to settle this claim?

As an example, just yesterday the one in charge of my claim wrote in an email to me that he spoke with his manager and the claim will be resolved by this coming Friday. I called the manager only to find that he had no clue about details on my claim and that there wasn't any meeting. Every week for the past six weeks the person from Liberty Mutual's special investigation unit tells me that by Friday the claim will be solved and I will receive a call from an adjuster. They do not ask for anything else from me and this is my second claim in 10 years since I bought insurance from them. Any advice on what my next steps should be? Thank you.

1. Just to verify since you didn't state it, you filed this claims with your homeowners insurance, right?
2. Contact the dept of insurance for your state. File a complaint.
