After a person dies, how long do I have to file the will? Does "filing the will" mean notifying the lawyer that holds the will, or something else?

I can't see anything in the Surrogate's Court Procedures that specifies a time limit for submitting a will and opening probate. But, generally, the sooner the better.

After someone has died, "filing the will" generally refers to submitting the will to the court and applying to open probate.
