Good afternoon, how can I find out about the heating laws? Specifically, when the whether gets cold & it's time to turn the heat on, how low is it supposed to be on & how high can you turn it up, if you're living in an apartment where your landlord controls the thermostat? Thanks in advance.

If your in Harrisburg http://www.tenant.net/Other_Areas/Penn/harris/pa-part3.html Otherwise perhaps your states atty general consumer links for landlord tenant may offer information in more detail, or perhaps calling them on monday morning and asking if you still cannot find any thing else that spells it out , Many states in rust belt have minimum requirement of 68 and from X date to Xdate.

PA only has a requirement of habitability, however the city of Harrisburg and other cities locally can regulate temp requirements. Here is Harrisburg's requirement for a benchmark.
Provide heat between October 1st and May 15th at a minimum of 65° between 6:30 AM and 10:30 PM; 60° during the night and when the temperature is below 0° unless otherwise provided by lease.
