If a tenant signed a lease for one year but not for the past 4 years, how long of a notice does the landlord have to LEGALLY give them to vacate?

Assuming your lease does not have an auto-renew clause, the same amount of time as between rental payments. If you pay your rent once a month, your LL must give you one month's notice of non-renewal. Unless you've breached your lease, then the LL can issue you a "remedy or quit" notice, usually with a shorter term (3 or 5 days, typically).
