how much can a lawyer charge?

my 23 year old nephew was on probation when he was picked up for being under the influence of alcohol in a public place. one of the stipulations of his probation was that was not to be under the influence of alcohol or drugs. a lawyer was hired and my nephew appeared in court one time. he was put in a halfway house in another city where he will be for 6 months. the lawyer who represented him told my sister that he hasn't received any money for his service. he called her on the phone. she asked what the bill was and he said he'd start at $2000. aren't there set fees for whatever services a lawyer performs? or can they charge whatever they like? my sister hasn't received any written bill. it's not only the criminals you have to watch out for. you gotta watch out for crooked lawyers?

my sister never met in his office. he has never even sent a written bill. he told my sister over the phone what the bill was so far. he appeared in court one time with my nephew.
