How to challenge government 'over-regulation' ?

What is the name of your state (only U.S. law)?

How (in the simplest way) can an ordinary citizen challenge the government for what appears, in this particular case, to be over-regulation regarding professional CE, without having to hire an attorney or otherwise spend an extreme amount of time and/or money ?

And in the case of over-regulation, what basis (constitution, etc) might be used for the challenge ?

Imho, an example of a simple way would seem to be 'small claims court'... which of course cannot be used to challenge government, at least not in WA State.

A private citizen cannot sue "the government" in small claims court. Who do you think is going to show up to represent them? Many of what you perceive to be over-regulations may have a function in the bigger picture, and may not. It's a great deal more complicated following federal regulations than you would possibly imagine from a layman's position. How do you feel that your life has been ruined by government "over regulation?"

If you are unhappy with the laws as they currently exists, the way to approach the issue is to lobby your elected representatives for change.

You can take the Tim Eyeman approach and become a boil on the rear end of most politicians in the state.
