This issue concerns the political aspects of what happens in the world of the Dallas area school system. Some of the students are on a type of career track towards technical/engineering types of careers and then there is a large group of students in career paths directed towards other types of careers such as perhaps being an attorney or being an actor/actress on TV, or (many other careers that go off towards other subjects).

But then, I discover that the educators in the DFW area don't have good administrative resources that have to do with guiding people towards the problem of ethics with respect to the capitalist ideas about work and money.

How does that have anything to do with harassment?

Funding for school programs is an issue everywhere. Teaching “ethics” is not something that is going to be a high priority in any K-12 school system, especially when these schools often struggle to pay even basic operating costs and adequately pay their educators (although “ethics” is a required course in most/all professional school programs like law and medicine).

Ethics can and should be taught to children by parents in their homes.

You could attend school board meetings to express your concerns and/or write of your concerns in your local paper.

The fact that you are an engineer probably means that you attended some college for that engineering degree. Did you take out a student loan? Was that loan forgiven? If your loan was forgiven would that be ethical to force me to pay for your education? Same situation for doctors, lawyers or any professional who charges ridiculous fees and then expects clients to pay for their education on top of that. Since your post is about education and ethics with respect to the capitalist ideas about work and money and is without a question, I am only guessing.
