What is the name of your state (only U.S. law)? I am in Florida and the vehicle i wish to purchase is in Georgia. The veh is posted in the auototrader by a private seller, who responded to me by e-mail and stated she would go thru E-bay to sell and ship veh and that it would protect both of us. How does this work and how will it protect me in the purchase of this vehicle ? I have never done this before and want to be very cautious with my money .

Thank You
Bryant

Travel to Georgia and see the car for yourself before handing over any money. If you are not comfortable with your own assessment of the vehicle's consideration then have an independent mechanic perform an inspection. Also get the carfax and make sure the seller actually owns the car. If you do anything other than this you risk being defrauded.

Don't assume any of the following

#1. The seller is actually in GA
#2. The car actually exists
#3. The condition of the car is as the seller describes
#4. The seller can legally sell the car to you
#5. The car has not been in a serious accident or totaled

Ebay protection is pretty much a joke.

edit: What is so great / rare about this car that you can't find one locally?

Make sure it isn’t a flood car. You can use the free database National Insurance Crime Bureau keeps on the stolen/flood/salvage cars they know about (not all; but, it’s a place to start). A good mechanic’s check is worth the expense. I don't know if Georgia keeps their own flood car database.
