HUD application forgery

I am knowledgeable of a non-profit agency that has been awarded several large grants from HUD. The application process included purposely incorrect information on the racial composition of the all-white all-male Board of Directors, and the grant award process scored the applications higher due to the listing of the non-existing african americans falsely listed as Board members. Is this infraction serious enough to report, and if so to whom should I report it?

The IG will likely ask you: Are you certain that those african americans are not really on the board, that none of the "all-white" board is of mixed race and that the grant was not based on any joint venture with a minority-owned firm?
