I just recived my section 8 housing voucher. The city of Ventura's rule is the voucher must be used in the city of ventura for 12 months before it can be transfered. I am a victim of domesitic violence and would like to relocate before my abuser is released from prison in 2 months  (approved claim w/ca vict comp prog, restraing order, changing name & ss#) Is there any legal way that this rule can be waived for reasons of my and my childrens safety?

Yes, it is actually a preference that you stay there for a year, not really a rule, they simply ask it because of all the paperwork, and inspections they have to do which is a lot of work for them. However, if there are extenuating circumstances, you can get approved to move sooner. Just go in, and explain your situation.

How are you able to change your SS# I even with an attorney was denied. I was told that the new Patriot act did not allow this. Yes I also have a FRO against the X also. She uses my name and SS# as it's hers.

The Patriot Act has NOTHING to do with a victim changing their SSN.

In some rare cases, victims are permitted to change their SSNs. However, it has been my experience that while some victims think this is going to happen it generally does not. If an advocate is telling them that it will happen, then they are probably getting incorrect - or incomplete - information.
