HUD lease

Presently, I have a lease where I get HUD subsidy for my monthly rent. I have a 4 bedroom apartment in New York City. There are four people on the lease. All are family members. One of them left for 7 months to see if he could find a job in another state. He was unsuccessful so he is returning. A HUD manager heard that he had left and wishes to remove ALL of the rent subsidy. The HUD manager was told he will be returning and told me that we will be taken to court for misleading management. The manager said that I will loose all of my HUD rent subsidy and that I will have to leave the apartment because there are no longer 4 people occupying the 4 bedroms. Please tell me what to do in this matter since it is all based on word-of-mouth accusations. I do NOT want to have to go to court over this matter. If I decide to pay all of the rent myself, do they have any right to terminate my lease or force me to move into another apartment with less bedrooms? Any advice would be greatly appreciated
