HUD procurement

This is in South Carolina. I am a General Contractor, and we bid on a project receiving HUD funds. The chief procurement attorney for HUD in Washington D.C. says that the project has to follow federal procurement because it is receiving federal HUD funds. They did not follow procurement, and they even failed to answer a FOIA request. I am now looking for an attorney who has experience with HUD procurement. Can someone please help me??
