i commit to buy an item and then they say they dont ship out of US

i try to buy item in ebay i click on buy it now and commit to buy it because its a hard part to find and it fits my car.... now. i got a reply from owner saying "they do not ship out of US please retract your bid" i tried retracting but since the auction listing has ended for the item i cant retract it.... so what now? im not going to pay for something that they wont ship to me******************************************..

and in the item desctiption they said nothing about only ships to US, so i dont understand why he wouldnt block people that isnt in same country as him....
