This sure isn't much to go on but if the poster is referring to a non-exempt employee, banking hours is almost certainly prohibited by wage and hour laws. If this is an exempt employee, then while it may be legal it's probably not a good idea unless the employer really wishes to have a compensatory time off program and has through all the pro's and con's of doing so.

Unless, of course, as I have just recently learned, the employer is a public entity.

True but if this were a public entity employer, I don't think they'd be asking this question.
