What is the name of your state? Pennsylvania

In the last meeting between myself and my case workers, I was informed that I still have "Custody" of both my daughters, and I still have "Parental Rights", however I get but 1 hour visit per week since April 2004? I get no other contact with my children outside this? I spent near 14 months forbidden any and all contact including visits?

If i trily still have both "custody" and "parental rights" why am I so limited?

There are all kinds of 'custody'. Yours sounds like joint legal custody with supervised visitation.

So, why didn't you ask your caseworker these questions?

The same reasons that gave you such limited visitation in the first place are still the same reasons. Your caseworker has likely already given you the requirements you need to meet and how long these limited visitations will last. If you meet all those requirements and follow the ordered plan- you'll eventually get more visitation.
