Is it true that if for example I go to a country in which age of consent is 13 or 14 and have sexual relationships while identifying myself NOT as a U.S. Citizen, I would still break the law even if I am not in the U.S. and I don't live there? I am a U.S. citizen (but I DON'T live there).

Actually, it is illegal under federal law. The US statutes bar US citizens from specifically traveling to have sex with children that would be illegal here. 18 USC 2423 commonly called the sexual tourism law or more specifically the extraterritorial sexual exploitation of children.

If you go do such despicable acts, even if legal in the country you commit them in, you can expect to be federally charged with a felony when you return to the US.
