What is the name of your state? New York

So I just moved to this new apt in 5-floor-bldg. Everything is perfect except that my roomate and I began to hear elephant steps from the first day.

We figured somebody must be "moving in" and carrying lots of stuff around. Fine, we waited. Now it's January 8, and the elephant steps seem to be permanent!! I don't know what these people are doing, but if I were to guess, I'd say somebody puts on their walkmans and walks from one end of the house to the other end for 3 hours nonstop. I swear to god this doesn't stop and lasts a lot more than anyone would consider normal.

My roomate is pissed, and I'm pissed too. Sometimes it wakes me up at 5am, other times they're up at 12am. It's really LOUD!! It's too much walking up there and it seems like it never stops.

Is there anything we can do? This is really making our lives miserable. Any info would be greatly appreciated.

Thanks!

I wonder if the building you live in is all apartments ?

Can you write a memo, note,or short letter ,leaving it under,or affixed to that Apts. door , asking them to mute the LOUD noise ,or explain what it is ?

Have you spoke to the Landlord or management ? You do have a right to peace ,quite ,and enjoyment .

Thank you for your reply, Blonde Lebinese.

Yes, I live in a 5-floor apt building, and I am in the 4th floor.
The people above us apparently don't have carpets on their floors (we do) and so, you can hear just about EVERYTHING.

And the problem is that they DO walk a LOT. Sometimes I wonder what the hell they could be doing.. I never walk that much inside my home! I'm usually either working on my desk, on my PC, watching TV, eating on the table, etc. Sometimes we do cleaning and straightening, but it doesn't take three hours a DAY! Walking all over the house for 2 or 3 hours straight? I have no clue what the hell they do, but It's killing me.

My roomate told me that he spoke to one of the people "in charge," and that the person responded to him: "Well, I'm sorry. Everybody pays their rent here, and they're just walking. They'd have to carpet their floors... and well.. for that to ever happen.."
So the noise continued. Later I spoke to someone too, and he said he'd speak to them. But so far things haven't changed.

I know that you can complain about noise, such as loud music, parties, or something really noisy like machines at all times during the day/or night. But can you complain about excessive walking that results in LOUD, frequent noise? I just don't know if this type of complaint will be taken as seriously, as they're just walking. But yet, the walking is really disturbing because you hear it all the freaking time.

I had thought about writing a note, but I don't know what should I say. What would you think of this:

To Whom It May Concern,
We are your neighbors from downstairs. We live just underneath your apt, and we'd like to let you know that we are hearing very loud noise and very often when people walk in your apt. We don't know why the walking is so excessive, but it's very disturbing and we can't have peace due to the loud, frequent noise we hear most of the time. We would very much appreciate it if you could somehow reduce the amount of noise, so that we can have a little peace downstairs.
Thank you.
(Name?? ) Not sure if I should write my name, although I really don't feel like it. Should I?

Thanks again.

PS. Thanks also for the advise on my previous apt. They ended up allowing me to leave a little after 12:30pm, and I found this place which was available early. In the end, everything went right. But now this!!!

Why not try kindness first.

example: I am your new neighbor downstairs , directly below you.
Your floors seem to not be carpeted , and although I respect your
privacy,I am writing to make you aware , that we can hear Loud
noise when you are walking above us , that is disturbing us .

I am hoping somehow this can be remedied in the next couple of
days . If you would like to speak to us to discuss this issue , please
do .

Sincerely,
Your Neighbors .

Yeah, you're right. That's the objective way of looking at it.

But I'm biased!!!. since I've been hearing this for almost 10 days, everyday, all the time, it's hard to remain calm. But thanks, I guess I needed someone to put the whole thing in perspective, and if it sounds rude, then I'm really using my emotions quite a bit, because that letter appeared as "contained" to me.

All I really want to do right now is to scream at them to shut the hell up!!! But I guess I'll keep that to myself..
