What is the name of your state? : That is easy, Washington

I am starting a new ministry. I heard you have to file for 501 (c) 3 status within 15 months of oprganizing it or else you are considered private. My question is, when is it considered organized? And is there really a certain time I have to get the 501 (c) 3 status? Also, what is the taxes on donations if I choose not to, and can I still try to get the 501 status later? If anyone can explain in detail to me to the best of their ability, that would be great. This is a new organization, not registered with anyone. So I am hoping it isn't considered organized yet, or it looks like I have some hard work ahead of me.
