I assume that he did not have a will and no surviving spouse. If not, then his assets, after payment of legitimate creditors, would be disposed of under CA's intestate succession statutes. With no surviving spouse, his children (and grandchildren, if any of his children predeceased him) would stand to inherit.

The legal process for accomplishing that is probate. You can do a search with simple terms like "California probate" to get some general information about probate. But the best route may be to consult with a probate/estates attorney.
