I want to make a terms of service for making fanart of a character I designed

I want to design a character and post it in the art community, I also want to freely use fan art made from said character in other materials like youtube videos by giving full credit to the artist, I just want people to know that by making fan art they are agreeing to my terms and I don´t have to ask for permission to use their fan art, is that how it works?

You can fashion whatever terms and conditions for use of your character that you want if the character is your own creation.

You will want to sit down with an IP attorney in your area to discuss how best to accomplish your goal, and for help in drafting these terms and conditions, and licenses for use.
