I agree it was an awkward sentence.

The officers were Mississippi officers. They went FROM Mississippi TO the Virgin Islands to escort AMRJ back to Mississippi. The Virgin Islands took 8 days to get the Mississippi officers there (but I suspect the delay was on Mississippi's end).
