Felicia, all you have to do is go to the social services department, and they can tell you where to go from there. If they can't help, they'll know who can. There are so many services available to people in your situation, and it's true that it's hard to find out about them...you just need to know who to ask...I do understand where you're coming from, being co-guardian of my brother, who has a developmental disability. Trying to find out what you and your child qualify for will be hard, and the paperwork will be even harder, but trust me, it's worth it in the end. So, good luck...
PS...look around for places like independent living centers and supported living programs. These won't come into effect until your child is an adult, but you need to get him(her?) on as many waiting lists as you can as soon as possible(the wait for those kind of services can be up to 20 years)
