Identity Theft and Defamation through blogging

I've seen several blogs where people are impersonating elected officials or other people in the entertainment industry or public media. Are the creators of these blogs doing anything illegal by claiming (even if joking) to be the person they are portraying? i.e. defamation of character, identity theft, etc?
