What was the "pretense"? And why couldn't you understand it...do you have a cognitive disability of some sort? When was the parental termination done?

While it's nice that you identified your state, you provided zero facts and didn't ask a question. The subject header of your post isn't even a complete sentence. What does "relinquishes [his/her] rights" mean? How did this person "relinquish[] [his/her] rights"? In general, it is not possible for a person to voluntarily relinquish his/her parental rights unless it is in connection with the adoption of the child by someone else.

What are the "pretenses" you are talking about? Why didn't the person fully understand those pretenses?

It is pretty clear from the meager context, and similar posts, that someone who says they 'relinquished parental rights' are usually referring to a situation where they did not contest charges of abuse or neglect.

Or were very young and the grandparents convinced them to do so because of health insurance purposes or some other pretext. I have also seen young people say things like relinquished their parental rights when they actually only gave custody to a grandparent or other relative.
