If rejected for B-1 or B-2, can I apply for him for a fiance Visa?

My friend/fiance is currently applying for a B1-B2 visa to come and visit me in the U.S. If he is turned down, I know he cannot reapply for a year. Does that mean also that I could not apply for one FOR him under the fiance visa category?

You can still petition for a K-1 fiance visa if he is denied a B1.. providing the denial is not based on a criminal record, drugs etc..
