IID installed in CA

What is the name of your state (only U.S. law)? California, I voluntarily installed an IID in order to get a restricted license. I do not not live in an "IID Pilot Program" county. The DMV in Sacramento has told me that I can remove the device after one year of the restriction because I voluntarily installed it. They have also told me on different occasions that it must remain installed for two years. Can anyone shed some light on this? My license restriction states To/Fro work or DUI Program and Operate vehicles with IID installed.
