What is the name of your state? New York City

I am trying to help my friend out. He lives in a commercial building where he sublets a space he was told was residential. The building is zoned for one commercial space per floor. The lease is a sublease from a gentleman who leases 2 floors of the building and has transformed them into 4 apts per floor. There were never any building permits for this. Now as he has lived there for a while he has serious leaks in the place and a lot of his things have been ruined. What recourse does he have to A.) Get reimbursed for his damaged stuff and B.) get reimbursed to move to a legal apt in the city since he did not know that he was living in a legally converted space.

Any help would be greatly appreciated.
