What is the name of your state? VA
February 2003, NC CSE through VA CSE filed a complaint against me claiming arrears 25K including intercepting 2003 State refund. I filed an appeal to include several hearings in which i presented evidence contradicting NC CSE claims. VA CSE seeing evidence asked NC CSE for additional info, documents and evidence contradicting my evidence presented. NC CSE never responded to VA CSE repeated requests.

August 2003 VA CSE dismissed NC CSE case, VA CSE allowed a period of 60 days to allow NC CSE to contest actions and/or reopen case and they did not. VA CSE officially closed case in October 2003. VA CSE removed liens off my credit file to include removing alledged debt from my credit file. End of story, right?

NC CSE at some point early this year placed a federal lien on my federal return 2004 regarding the dismissed arrears. Mind you the case was dismissed and they missed their opportunity to refile and/or reopen case. What can I do to get them to stop harrassing me. According to IRS, NC CSE was to officially notify me of their request for the lien to allow me the opportunity to contest their actions and they have not. Any ideas on what I can file requesting the lien be released? thanks!

If you have ALL your CSE Findings in writing, send a copy to BOTH CSE MAIN OFFICES ( not the locals), of each State.

This is usually where the Billings, invoices, Etc. are generated from.

You should at least be able to get the " Authoritative' Address " information from the local office.

Write a letter ( attach copies of your proofs ).

Request them to lift the seizers and reimburse your refund.

If they refuse, take them to a modification hearing.

In my State, it was up to Me to submit the court's ruling to the " Official Office " ( head honchos ) .... so they could take care of it....

*** Sorry, but based on your post, that is NOT true.
NC may have waived their rights as to the Virginia process, but there is nothing in your post to indicate that North Carolina waived THEIR state claim to child support. And that is what they have exercised. You would need to take your claim of errors to THEM (in North Carolina).

*** See above. Since NC is the state asserting the claim, you have to present your 'evidence' to them and get them to accept your challenge.

JETX, good point but here is the issue. They contacted me via VA stating that I owed these arrears and in the letter of the law it stating that if I contested ever owing this I could file an appeal and that was done, VA was acting on NC's behalf. I presented evidence proving I was paying support as ordered. VA on several occasions and requests asked NC to provide evidence, info and documentation disproving what I presented and they never sent anything or responded to VA repeated requests.

That can't be true, how a CSE just do whatever it wants despite a person falling under the correct jurisdiction legally appeal thier claim and it is ruled in that persons' favor. Thanks for the advice on this issue.

*** Sorry, but it IS true.
You argued your case in Virginia as to Virginia trying to enforce the child support. Virginia's ruling (or lack of) has NO effect on the outstanding issue in North Carolina. If you want to fight the NC actions you need to do it there and not 'rely' on the VA action to waive the NC requirements. Simply doesn't work that way.
