Illegally parked car sustains damage

What is the name of your state (only U.S. law)? California

A car parked illegally on college campus claims I scratched their side mirror. Am I responsible for any damages since they were parked illegally? They demanded my insurance info, but I didn't give it not knowing what is required. Can they receive a parking citation since they were parked in a red fire zone?

Whether they can or do receive a citation is irrelevant. If you damaged a stationary object you are at fault whether they were illegally parked or not.
