illinois electric co. fails to bill for 9/mos,wantsbckpay

i moved into current rental house , illinois, on june 2000. in may 2000 i called the electric co. , comed, to switch the service to me. they claimed 2 things. no one at that residence has paid an electric bill since l983(not my problem i'm renting now in 6/00 and that there was no serviced hooked up. (i new they were using service at the property cuz i would go out there when they were still rebuilding) I said fine, just register me at which time they did. I rec. no bills from them then on october 2000, i get a written notice telling me to register with them cuz they notice electricity is being used there. I fill out the form and send it back , again no bill, again same letter in mail on november 2000, and in Dece 2000. Then end of january 200l i get a disconnect notice, i call them. They tell me they have had me registered since may 2000 but did not bill. I asked why they could not give me a answer but stated that I would get a bill aday until back billing was completed. In February I got a bill from 6/00 saying due early march, then one wk later i get a bill saying,"final bill", pay amount .00, you owe 00.00. Nothing again until 3/23/01, showing past billing from 6/29/00-9/29/2000 =another bill from June 2000, due 4/1201. By the way no current bills have come. can they simply fail to bill me and then disconnect me if i don't pay back bills which they admit to have never billed even though i was registered way ahead of time? what should i do? what can I do?
