can I be fined as a 1099 employee

I am 1099 independent contractor, working for a distributorship. The owner of the distributor ship is fining employees significant amounts. This, in accumulation should be in the 10s of thousands. Is this extoration? As a 1099 can I be fined?

There is no such thing as a "1099 employee". If you're really an independent contractor, then you're not an employee and this would be a contractual matter. If you're a misclassified employee, then "fines" likely aren't allowed. Have you tried to determine if you are misclassified as an independent contractor vs. an employee?
