State Employee in SC. I was told not to come into work no more than 15 to 20 minutes early or I would be written up. We have employees always late, abusing breaks and lunch hours, and leaving early. I get called on the carpet for coming in to early.

Were you given a reason for this? Could be for security reasons, could be for safety reasons, could be for timekeeping system reasons, etc. There are a number of valid reasons an employer wouldn't want employees on the premesis too far before the start of their shift.

You don't seem to have a question in there but your employer may restrict your arrival time as they feel appropriate.
