There was a law inacted in 2001, signed by Gov. Gray, that allowed illegal immigrants who had attended 3 years and graduated from a California High School to attend California State University system. This situation discriminated against out of state residents and foreign students who legally obtain visa's. Don't count on this to remain the case.
